What is Morocco's budget deficit?

Morocco's budget deficit was 3.5% of GDP in 2025, or 60.5 billion dirhams, according to the Ministry of Economy and Finance's budget execution and three-year macroeconomic report for the 2027 finance bill. That was 0.3 points lower than in 2024. In the first half of 2026 the deficit was 24 billion dirhams, against 30.8 billion a year earlier.

The government's guidance for the 2027 finance bill aims to hold the deficit at 3% of GDP each year from 2027 to 2029. Bank Al-Maghrib projects 3.4% of GDP for 2026 and 3.5% for 2027, excluding receipts from sales of state holdings. Half-year figures are not a guide to the full year because spending and revenue are uneven across months.

How much debt does Morocco have?

Morocco's Treasury debt stood at 1,190.1 billion dirhams at the end of June 2026, 3.9% more than at the end of 2025, according to the Ministry of Economy and Finance. Domestic debt made up about 72.5% of the total. At the end of 2025 the debt ratio was 66.6% of GDP.

The figure covers central government (Treasury) debt only. It excludes debt of state-owned enterprises and local authorities, so it is lower than broader measures of public debt. The citizen budget for 2027-2029 sets a target of bringing Treasury debt down to 63% of GDP by 2029. The average maturity of the debt was about eight years in June 2026.
