What is Greece's public debt?
Greece's general government debt was 146.1% of GDP in 2025, down from 154.2% in 2024 and 177.8% in 2022, according to Eurostat.
This is the debt of all levels of government under the EU's excessive deficit procedure rules, at face value. The debt ratio alone does not show the yearly cost of servicing the debt, which depends on interest rates and maturities. The ratio falls when nominal GDP grows faster than debt, so both growth and inflation reduce it.
Does Greece have a budget surplus?
Greece's general government had a surplus of 1.7% of GDP in 2025, after 1.3% in 2024, according to Eurostat. It had deficits of 2.6% in 2022 and 1.4% in 2023.
For January-September 2026, the Ministry of National Economy and Finance reports a state budget surplus of €162 million on a modified cash basis, against a target of a €1,897 million deficit, and a primary surplus of €7,589 million. The state budget covers central government only, so it differs from Eurostat's general government figure. The ministry publishes a draft State Budget for 2027.
