Are house prices falling in Luxembourg?

Housing prices in Luxembourg were 2.2% lower in the second quarter of 2026 than a year earlier, and 1.1% higher than in the first quarter, according to STATEC and the Housing Observatory. The general index covers both existing homes and homes under construction.

STATEC attributes the annual fall to a base effect: activity was strong in the second quarter of 2025, as buyers moved ahead of the end of tax measures, which pushed prices up temporarily. The quarterly rise is therefore a better guide to the recent trend. The figures come from notarial deeds of completed sales.

The price per square metre for new apartments fell 6.7% in a year, but the observatory says this mainly reflects a sharp rise in the average size of apartments sold, and the average price per new apartment rose 8.4%. How fast are rents rising in Luxembourg?

Advertised rents for apartments in Luxembourg rose 5.8% in the year to the second quarter of 2026, according to the Housing Observatory. That was faster than in previous quarters (+2.0% in the fourth quarter of 2025 and +4.4% in the first quarter of 2026) and well above consumer price inflation of 2.4% over the same period.

Advertised rents for houses fell 3.1%, but houses make up only 4% of rental listings, so that figure is volatile. These are rents asked in listings on the IMMOTOP.LU portal, not rents actually paid under signed leases. The number of apartment rental listings rose 28% in a year.
