Are house prices falling in Israel?
Dwelling prices in Israel were 1.2% lower in the index for June 2026 than a year earlier, according to the Central Bureau of Statistics dwelling price index. The index rose 0.2% on the previous month.
The index is based on sales transactions and covers new and second-hand dwellings, adjusted for quality. Recent months are revised as late-reported deals are added. In 2024 the index rose 7.7% and the average dwelling price was NIS 2,340,300, according to Israel in Figures 2025.
What is the average price of an apartment in Israel?
The average price of a dwelling in Israel was NIS 2,340,300 in 2024, according to the Central Bureau of Statistics booklet Israel in Figures 2025. 103,200 dwellings were sold in real estate transactions, up from 71,600 in 2023, 44.7% of them new.
The average is a simple mean of transaction prices, so it changes with the mix of dwellings sold, for example more sales in high-priced areas or of larger flats, as well as with prices. To measure price change, CBS uses its quality-adjusted dwelling price index. Prices differ widely by district, with Tel Aviv and Jerusalem the most expensive.

Net of 5,600 dwellings destroyed, the start figure was 61,200. 70.9% of new dwellings were built for sale. Average building time, weighted by the number of dwellings in the building, was 34.3 months, which is why completions lag starts. The stock of dwellings rose by 61,000 to 2.96 million.
What share of Israelis own their home?
70.6% of dwellings in Israel, 2.1 million, were owner-occupied in 2024, and 28.8%, about 851,600, were rented, according to the Central Bureau of Statistics Dwelling and Building Register, summarised in Israel in Figures 2025.
The Household Expenditure Survey gives a lower figure for households: 64.1% lived in owned dwellings in 2023, and 32.2% of those were paying a mortgage. The difference reflects the unit counted: dwellings in the register against households in the survey.
