How many Ukrainians are in Finland under temporary protection?

66,765 people held temporary protection in Finland at the end of September 2026, according to Eurostat, compared with 72,750 at the end of July. Almost all are people who fled the war in Ukraine.

Temporary protection is an EU scheme that gives people from Ukraine a residence permit without an asylum process. The number falls when people move on, return, or switch to another kind of residence permit, and Statistics Finland notes that Ukrainian arrivals drove strong population growth in 2023 and 2024. The Finnish Immigration Service decides on the permits.
