Russia's Ministry of Finance: federal budget and state debt statistics
Russia's Ministry of Finance publishes monthly summaries of federal budget execution, including oil and gas revenue and spending by function, data on state domestic and external debt, the National Wealth Fund, and execution of regional and consolidated budgets. The Federal Treasury publishes the detailed execution reports. Fact-checkers use these for claims about the deficit, defence spending and borrowing.

When it publishes
Preliminary monthly federal budget figures are published in the first half of the following month. Debt figures are updated monthly as of the first day of the month.
How to use it to check a claim
- Remember that budget figures are cumulative from the start of the year.
- Distinguish the federal budget from the consolidated budget, which includes regions and social funds.
- Mark preliminary figures as such; they are revised in later releases.
Common mistakes
- Part of spending is classified and not shown in the functional breakdown.
- External debt is in dollars and domestic debt in rubles; convert at a stated rate before adding.
Where can I see Russia's defence spending?
The monthly federal budget execution summary shows spending on 'national defence'; it does not include defence-related spending classified under other headings.
