Are house prices rising in Latvia?

Dwelling prices in Latvia were 11.4% higher in the second quarter of 2026 than a year earlier and 3.9% higher than in the first quarter, according to provisional CSB house price index data. Prices of existing dwellings rose 13.3% over the year, while new dwellings rose 1.7%.

The index is quality-adjusted, so it tracks pure price change rather than average sale prices. Eurostat's house price index shows the EU average rose 4.7% in the same quarter. The CSB will publish third-quarter data on 14 December 2026; the State Land Service publishes average prices per square metre.

How many new homes are built in Latvia?

3,889 new dwellings were commissioned in Latvia in 2025, with total floor space of 623.6 thousand square metres, compared with 4,058 dwellings in 2024, according to CSB table BUE021.

A dwelling is counted when the building is accepted into service, so the figures lag construction starts and building permits, which the CSB publishes in related tables. Quarterly data for 2026 are in table BUE021c. The figures include both houses and flats in multi-dwelling buildings.
