Who runs local government in Republic of the Congo?

The 2015 constitution names departments and communes as self-governing local authorities with elected councils. Voters elected the 12 departmental councils and the councils of the largest towns in July 2022, and these councillors in turn elect the Senate. Day-to-day authority is shared with prefects and sub-prefects appointed by the state, and with village and neighbourhood chiefs who act as the administration's local relays.

Three questions about local power in Republic of the Congo

Are local leaders elected?

Departmental and municipal councillors are elected; councils elect their presidents and mayors. Prefects and sub-prefects are appointed. Chiefs are chosen locally and approved by the administration.

Which laws set up local government?

Departments and communes are in the constitution (Title XIV) and the 2003 decentralisation laws. Chiefs are an administrative arrangement; neighbourhood committees are informal.

Who are local leaders accountable to?

Councils answer to voters and to state supervision (tutelle) set by organic law. Prefects answer to the Ministry of the Interior. Senators are elected by departmental and municipal councillors, so local councils also shape the national Senate.

Traditional and customary authority

There is no constitutional house of chiefs. Village chiefs and land-owning lineage heads still matter in rural land allocation and family disputes, and neighbourhood chiefs act as intermediaries with the town hall and police. These roles are recognised administratively rather than through a separate customary branch of government. Churches (Catholic, Protestant, revivalist) are important social authorities.

Community and neighbourhood power

Neighbourhood committees, parents' associations, women's groups and church networks are the main community bodies. They have no public powers and connect to the state through the neighbourhood chief and the mayor's office.
