European Investment Bank (EIB)

The European Investment Bank is the lending arm of the European Union, owned by the 27 EU member states; the EIB Group signed €100 billion of new financing in 2025 (EIB). Its Board of Governors sets general directives, a Board of Directors handles strategy, and a nine-member Management Committee chaired by President Nadia Calviño runs it day to day. The UK left as a shareholder when it left the EU; under the Withdrawal Agreement its paid-in capital is being returned in yearly instalments.

The UK and the EIB

The UK is no longer a shareholder. Under Article 150 of the Withdrawal Agreement the EIB repays the UK's share of paid-in capital (€3.5 billion) in 12 yearly instalments of €300 million each 15 October from 2020, with the balance due on 15 October 2031; the UK stays liable for EIB operations approved before withdrawal. HM Treasury values that remote contingent liability at £32.6 billion at 31 March 2026.
