They are unpaid and give up their time voluntarily for the good of the village. Each Councillor has to sign a Code of Conduct when they are elected and they agree to abide by this and act in an appropriate manner. As well as Parish Councillors Upham has a paid Clerk who is the main contact for the Council and the principal officer and adviser to the Parish Council. The Clerk is also the Financial Officer for the Council. Gwyn Halsall Gwyn has lived in Upham for more than 30 years with her husband Chris – she loves it here. Her daughter Susan went to Upham School. Gwyn’s day job was in the pharmaceutical industry where she was responsible for testing and licensing new drugs in the UK. She is now a volunteer at Citizens Advice and is involved in village life – Upham players, UpACC (Upham action on the climate crisis), garden club. David Ashe David was elected in 2011 and has lived in Shoe Lane, Upham since 1981. An architect in practice in Winchester, and married to Jane, he is occasionally seen treading the boards in Upham Players. He is also active in WINACC (Winchester Action for Climate Change). Anne Collins I have been Clerk to Upham Parish Council since January, 2009 and am also Clerk to Durley Parish Council. I worked in Local Government before having my two children Matthew and Clare and I am married to Phil and between us we manage a flock of sheep in Durley. I enjoy working with the local community and have been involved in Brownies, Guides, Young Farmers Club, Football Manager for 5 years with the under 12’s – under 18’s, started a Youth Club in Durley – which unfortunately has now closed. I feel it is important to get involved with the local community as it helps to keep the community spirit alive. Upham is a pleasant village to live in and I enjoy the challenges of being your Clerk. Eve Croucher Malcolm and I have lived in Upham for 40 years and love being part of the community. I love serving as a Councillor and being part of the Parish Council team. We work hard on your behalf, but I take great joy in seeing things being achieved and moved forward to enhance the village. I seem to have been involved in most things in the village over the years, for me that is what being part of the village and the community means. I still work very part time and enjoy having more time to do fun things like long walks just enjoying the village, Tai Chi and Line Dancing, we have a lot of fun!! Barry Knights Barry moved to the village from London in 1977 soon after marrying into a farming family who have been in the village since the mid 60’s. Until his retirement, he was in practice within the Business Recovery sector with a number of offices in the South of England. He is now looking after the family farming business in Popes Lane, with wife Kay and daughter Anna, keeping beef cattle and a variety of other animals (most being pets). He has two grandsons who are also living at the farm, the eldest eight year old Riley, who goes to Upham School, and two year old Harry. He is keen to look after the countryside for future generations. Neil Osborne Neil has lived in the village since 1994 and was co-opted onto the Council in 2023. He has served as a Trustee of The King’s School, Allington Lane and on the PCC of St Thomas’ Church Fair Oak and Horton Heath, as well as in various other roles.
