Councillors have three main components to their work. 1. Decision making – Through meetings and attending committees with other elected members, councillors decide which activities to support, where money should be spent, what services should be delivered and what policies should be implemented. 2. Monitoring – Councillors make sure that their decisions lead to efficient and effective services by keeping an eye on how well things are working. 3. Getting involved locally – As local representatives, councillors have responsibilities towards their constituents and local organisations. These responsibilities and duties often depend on what the councillor wants to achieve and how much time is available, and may include: • Going to meetings of local organisations such as the local Community Group • Going to meetings of bodies affecting the wider community (e.g. Police Crime and Safety Committee) • Taking up issues on behalf of members of the public How much time does it take up? Quite often councillors say that their duties occupy them for about an hour a week. Obviously, there are some councillors who spend more time than this – and some less, but in the main, being a, parish councillor is an enjoyable way of contributing to your community. As a councillor representing your community you will help keep it a great place to live and work. You will be supported in your role and will be expected to undertake training. You should be comfortable working electronically. You should have a positive outlook and a can-do attitude and be willing to work as part of a team. Declarations of Interests LOCALISM ACT 2011 There is a requirement under the Act for Council Members to register and declare their Disclosable Pecuniary Interests under the Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012, and in accordance with the Members’ Code of Conduct adopted by Hatfield Town Council. These declarations can be seen above. The original copies of the declarations on the prescribed form are held by the Town Clerk and can be viewed by appointment with the Clerk. See the “Contact Us” page of this web site for details. you can write to a Councillor c/o the Council Offices, Cuckoo Lane , Hatfield, DN7 6QE or by email Complaints If you have a complaint about something to do with our Council, please read though our Complaints Procedure for further guidance on what action you can take. Please be aware that individual councillors cannot deal with complaints on behalf of the Council, they can only take the details to pass on to the Council to be dealt with as appropriate. Click here- Complaints Procedure 2018 Background information about how members are appointed to Hatfield Town Council Every 4 years a whole new Council is elected for the area. There are 14 ‘seats’ available divided into 4 ward areas- 4 for Hatfield, 6 for Dunscroft, 2 for Dunsville and 2 for Hatfield Woodhouse and Lindholme. Candidates follow a proper process to put themselves forward and there is an election held where seats are contested- i.e. there are more prospective councillors than there are seats. Sometimes the same number of people as there are seats in that area put forward for election. For example, if 4 people put forward for 4 seats they are then formally declared elected uncontested. This means they are still elected members of the Council, the same as those where say 5 people had put forward for 4 seats and 4 have been elected in a contested election. The only difference is that more people put forward for some areas than others. If not enough candidates put forward for the number of seats available, then Council are able to follow a process to co-opt further people to fill the remaining seats, whereby Council then vote on their choice of the available candidates who put forward to fill the vacant seats. All councillors appointed by whichever method are able to act as members of the Council, sit on its committees and carry out any other Council duties.
