The Role of a Parish Councillor Parish councillors represent the interests of the whole community and have a responsibility to: attend Council meetings when summoned; read the agenda and supporting information before meetings; consider all relevant information and views before making decisions; participate in discussions and voting; respect decisions made by the Council; help ensure that the Council is properly managed; and represent the interests of the whole parish, not just individual residents or groups. Councillors must also observe the Council's Code of Conduct and uphold the Seven Principles of Public Life (the Nolan Principles). The Seven Principles of Public Life The Seven Principles of Public Life, also known as the Nolan Principles , set out the standards of conduct expected of people who hold public office, including parish councillors. Selflessness – Holders of public office should act solely in the public interest. Integrity – Holders of public office should avoid placing themselves under obligations to people or organisations that might inappropriately influence them in their work. Objectivity – Holders of public office should act and make decisions impartially, fairly and on merit. Accountability – Holders of public office are accountable to the public for their decisions and actions and should submit themselves to the scrutiny necessary to ensure this. Openness – Holders of public office should act and make decisions in an open and transparent manner. Information should not be withheld from the public unless there are clear and lawful reasons for doing so. Honesty – Holders of public office should be truthful. Leadership – Holders of public office should exhibit these principles in their own behaviour, actively promote and support them, and be willing to challenge poor behaviour wherever it occurs.
