The Mayor of West Yorkshire

In May 2024, Tracy Brabin was re-elected as the Mayor of West Yorkshire.

Building on her first term success, the Mayor is using her devolved powers to build more affordable homes, tackle unreliable transport, help people into work, bring down energy bills, back businesses to grow, and create safer communities.

The Mayor works together with the Mayoral Combined Authority, council leaders, business representatives and partners for the benefit of the whole West Yorkshire region.

What does the Mayor of West Yorkshire do?

With wide-ranging powers that affect all of West Yorkshire, the Mayor has a strong voice. This extends to responsibilities for transport, economic development, skills training, housing and more.

Taking on the functions of the Police and Crime Commissioner, the Mayor also appointed Alison Lowe OBE as Deputy Mayor for Policing and Crime for both first and second terms.

How did it all begin? It all started with a landmark devolution deal for West Yorkshire, announced in March 2020. The groundbreaking £1.8 billion announcement was agreed by West Yorkshire’s five council leaders and the government. The deal included the new creation of a Mayor for the region. The current Mayor’s term lasts from 2024 to 2028.

The Mayor of West Yorkshire's vision

A brighter West Yorkshire that works for all. This is the Mayor’s vision for our great region, and we will achieve it by investing in the things that really matter to people. Warmer homes, safer streets, better paying jobs, and an integrated transport system that gets you there, wherever you’re going.

Using her devolved powers alongside the leaders of our five local authority partners, Tracy Brabin is ensuring that all our communities are represented fairly.

As the voice of the people of West Yorkshire, the Mayor is making sure our region is heard at a national level, influencing government decisions that relate to our area.

About Kim McGuinness

Kim McGuinness is the first North East mayor. She was elected on a manifesto dedicated to creating the infrastructure of opportunity, with a plan to end child poverty and create local, well-paid jobs across the region.

As Mayor, Kim has committed to creating a North East that goes beyond net zero with climate change policies that change lives, where there is a good home for everyone, whether you rent or own and a well-paid job enjoyed by a skilled workforce backed by strong trade unions.

Kim’s economic plan for the North East will be based on three key strands;

improving the foundational economy
delivering on the green jobs revolution
making regional pride a key economic driver with investment in arts and music, culture and sport.

The Mayor is working to introduce the greenest public transport network in the UK, built around her commitment to a better bus network. In her manifesto she set out a vision for public transport that is safe, reliable, affordable – and publicly owned.

Prior to becoming mayor, Kim was Police and Crime Commissioner for the Northumbria force area. She made crime prevention and neighbourhood support a key feature of her strategic policing plan Fighting Poverty, Fighting Crime and has invested in youth services as a way of improving life chances for all.

Mayor

Ben Houchen is the Metro Mayor of the Tees Valley.

He qualified as a solicitor in 2009 and practised corporate law, commercial law and commercial litigation for six years before running his own business. He was UK & European CEO of an international sportswear company. He was also leader of the Conservative Group on Stockton Borough Council from 2014 to 2017.

He was elected as the first Mayor of the Tees Valley in 2017 and was re-elected in 2021 and 2024. He currently continues to serve as the elected Mayor.

In his first term, Ben successfully delivered his manifesto pledge to save Teesside Airport from closure and is continuing to deliver the 10-year Rescue Plan for the airport.

He is responsible for establishing the first Mayoral Development Corporation (South Tees Development Corporation – Teesworks) outside of London, second only to the Olympic Park – which was set up for the 2012 Olympics. The Development Corporation is responsible for the regeneration of the largest brownfield site in western Europe, which has attracted billions of pounds in foreign direct investment and is creating thousands of manufacturing jobs in industries like offshore wind, hydrogen and carbon, capture and storage. He has also created two more Mayoral Development Corporations to help regenerate Middlesbrough and Hartlepool town centres.

He has also helped to deliver national policies to help level up the country, including being one of the architects of the UK’s Freeport policy. As a result, he was able to establish the UK’s first and largest freeport – the Teesside Freeport. He also worked closely with Government to bring the newly established Treasury Economic Campus to Darlington, which is the premier home for the Treasury outside of London.

He is currently a commissioner on the UK Hydrogen Policy Commission and he is also a Director of the Northern Powerhouse Partnership, which promotes the need to level up the country by closing the North South divide by spreading opportunity and wealth more evenly across the country.

What the Mayor Does + More

As Mayor, Ben is accountable to and represents around 712,000 people across all five Tees Valley boroughs. Ben’s primary role is to steer the work of Tees Valley Combined Authority – the body that drives economic growth and job creation in the area.
