The Kremlin spends around £1.3 billion every year manipulating information.
\n\n
This involves utilising faceless online bot farms and troll networks to target democratic processes and spread disinformation at scale.
\n\n
That’s why the UK recently announced a package of 31 additional sanctions, specifically focused on Kremlin disinformation networks.
\n\n
Furthermore, our Prime Minister has also announced the creation of a National Centre for Information Defence to detect and disrupt these kinds of hostile state information attacks, and to support and defend our democracy.
\n\n
We will use our experience to help others. For example, we have already supported Moldova to protect its elections from Russian interference.
\n\n
And we will put AI at the heart of the UK’s G20 Presidency next year, working with partners to support delivering on the potential of AI for good, and dealing with the risks.
\n\n
Second, we must tackle disinformation that undermines the UN’s core mission to protect international peace and security.
\n\n
Disinformation targeting UN peacekeeping is not harmless noise. It creates real world danger for peacekeepers, communities and the missions they serve. False and misleading narratives have incited violence, contributed to the loss of peacekeepers’ lives and led to the destruction of UN assets. Attacks on peacekeepers also cause lasting physical and psychological harm.
\n\n
The scale is stark: last year, 76% of peacekeepers, surveyed by the UN Department of Peace Operations, reported that misinformation and disinformation had a moderate to severe impact on their safety and security while carrying out lifesaving work.
\n\n
The UK continues to use its extra-budgetary funding to support projects to improve the safety and security of peacekeepers, including to support peacekeepers in tackling the threats posed by misinformation and disinformation through the provision of training and the development of technological tools and mechanisms to strengthen information integrity.
\n\n
Thirdly, we must protect independent journalism.
\n\n
As a co-founder of the Media Freedom Coalition, the United Kingdom remains a steadfast advocate for journalists’ safety and protection.
\n\n
According to the Committee to Protect Journalists,129 journalists and media workers were killed in 2025, the deadliest year since CPJ began collecting data.
\n\n
International humanitarian law protects reporters covering conflict. Yet, where a jacket marked “PRESS” once offered protection, it is now too often treated as a target.
\n\n
Every attack on a media worker must be investigated. Those responsible must be brought to justice in accordance with national and international law.
\n\n
Chair, misinformation and disinformation thrive when the truth is weakly defended. Our response must be stronger and more united.
\n\n
We must expose lies, protect those who report the truth and hold accountable those who weaponise deception.
\n
","change_history":[{"note":"First published.","public_timestamp":"2026-11-04T15:58:42Z"}],"delivered_on":"2026-11-03T15:00:00+00:00","first_public_at":"2026-11-04T15:58:42.000+00:00","location":"United Nations, New York","political":true,"speaker_without_profile":"Ed Thicknesse, UK Deputy Spokesperson","speech_type_explanation":"Transcript of the speech, exactly as it was delivered"},"document_type":"speech","first_published_at":"2026-11-04T15:58:42+00:00","links":{"available_translations":[{"api_path":"/api/content/government/speeches/the-uk-is-deeply-concerned-by-the-growing-threats-to-information-integrity-uk-statement-at-the-un-fourth-committee--2","api_url":"https://www.gov.uk/api/content/government/speeches/the-uk-is-deeply-concerned-by-the-growing-threats-to-information-integrity-uk-statement-at-the-un-fourth-committee--2","base_path":"/government/speeches/the-uk-is-deeply-concerned-by-the-growing-threats-to-information-integrity-uk-statement-at-the-un-fourth-committee--2","content_id":"e9adc0fa-3194-4a6d-b5a6-9c7d851a239d","document_type":"speech","links":{},"locale":"en","public_updated_at":"2026-11-04T15:58:42Z","schema_name":"speech","title":"The UK is deeply concerned by the growing threats to information integrity: UK Statement at the UN Fourth Committee","web_url":"https://www.gov.uk/government/speeches/the-uk-is-deeply-concerned-by-the-growing-threats-to-information-integrity-uk-statement-at-the-un-fourth-committee--2","withdrawn":false}],"government":[{"api_path":"/api/content/government/2026-burnham-labour-government","api_url":"https://www.gov.uk/api/content/government/2026-burnham-labour-government","base_path":"/government/2026-burnham-labour-government","content_id":"1fb8162a-7f42-4a44-ae9b-42e8d8f36807","details":{"current":true,"ended_on":null,"started_on":"2026-07-20T00:00:00+00:00"},"document_type":"government","links":{},"locale":"en","title":"2026 Burnham Labour government","web_url":"https://www.gov.uk/government/2026-burnham-labour-government"}],"organisations":[{"analytics_identifier":"D1315","api_path":"/api/content/government/organisations/foreign-commonwealth-development-office","api_url":"https://www.gov.uk/api/content/government/organisations/foreign-commonwealth-development-office","base_path":"/government/organisations/foreign-commonwealth-development-office","content_id":"f9fcf3fe-2751-4dca-97ca-becaeceb4b26","details":{"acronym":"FCDO","brand":"foreign-commonwealth-development-office","default_news_image":{"high_resolution_url":"https://assets.publishing.service.gov.uk/media/621e4de4e90e0710be0354d7/s960_fcdo-main-building.jpg","url":"https://assets.publishing.service.gov.uk/media/621e4de48fa8f5490aff83b4/s300_fcdo-main-building.jpg"},"logo":{"crest":"single-identity","formatted_title":"Foreign, Commonwealth
&
