Local communities across the UK are benefiting from Civil Service jobs coming closer to home, with four in five civil servants based outside London.
\n\n
Upon taking office, the Prime Minister promised a clear break from centralisation, pledging to shift power away from Westminster and return decision-making to communities where people live, work, and invest. In the first month of No.10 North he announced a major package of measures to put more Whitehall capacity behind local leaders and help unlock good growth in every postcode.
\n\n
The foundations for the Prime Minister’s ambitions are already being built through the Places for Growth programme, which brings the Civil Service closer to the communities it serves. New data shows that since the programme launched to March 2025, 24,621 roles have now moved outside London. This means that the programme has exceeded its 22,000 target three years early.
\n\n
Additionally, progress is being made to move half of Civil Service senior leadership into regions and nations, with 36.6% of UK-based Senior Civil Servants now based out of London as of March 2026. This is crucial for embedding senior leaders into regional communities, to build strong relationships in these places across government and industry.

With these building blocks in place to deliver devolution, embedding leaders in the English regions and the Nations ensures relationships become established to enable partnership across central government, with regional and local authorities, as well as industry. The programme supports good jobs and growth in every postcode, spreading opportunity across the country gives people across the country the opportunity to have rewarding careers and serve the public in the Civil Service.

Today’s news follows the Prime Minister’s announcement in August for Whitehall officials to be posted into mayors’ offices. In a package aimed to support the devolution revolution, high-performing civil servants will be seconded into mayoral authorities to build capability and capacity and accelerate the transfer of power to local areas.

In addition to this, a new Civil Service Fast Stream pilot in Yorkshire and Humber was announced, to ensure young people can build successful careers without having to leave the places they call home by relocating to London.

The creation of No.10 North is the beating heart of the principle behind these policies, as it has brought together departments behind a shared mission to devolve power and unlock growth across the country.

The transition of power outside of London will further strengthen these local ties and bring government functions closer to the communities they serve. Bringing officials closer to the communities they serve to ensure that national policy reflects local realities, drives community investment and establishes a modern public service.
